Why organizational readiness matters more than technology alone in successful AI adoption
The “AI is coming, are you ready?” (AITO) project aims to encourage companies to recognize the importance of acquiring and ensuring the skills required for AI development before starting development projects.
AI-based technologies offer tremendous opportunities to scale operations and services, increase efficiency, and improve quality. However, AI development projects can fail, be delayed, or remain incomplete if the required expertise and organizational readiness for adopting AI are not adequately considered. Uncertainty regarding project outcomes and costs—and their impact on investment decisions—may even prevent projects from being initiated altogether.
How the AITO learning environment supports organizations
The AITO project’s learning environment addresses this challenge in three ways.
1. Assessing organizational AI readiness
First, it offers users a relatively simple self-assessment tool within the learning environment. By answering a set of questions that best describe their organization’s current situation, users can quickly gain insight into the challenges ahead.
In the best case, a positive result reduces uncertainty and supports the decision to launch an AI development project. A weaker result, in turn, at least supports risk analysis and helps organizations prepare for potential challenges. It can also support situations where decisions to postpone or cancel a project are difficult to make.
2. Identifying skill gaps and learning needs
Second, the learning environment helps organizations improve their current situation. The tool assists users in identifying skill gaps and prioritizing learning needs through structured “learning packages.” This enables companies to make well-targeted investments in the additional capabilities required for AI development.
Once the necessary skills have been acquired and the organization’s readiness reassessed, the company can move forward with launching AI development activities.
3. Building AI-assisted analysis and collaboration
The project started earlier this year. We have identified key components for assessing general AI readiness (“how ready is the organization”) and piloted a process for analyzing the skill requirements of specific AI development cases (“what skills are needed”).
It is clear that defining the required skills for each company’s individual AI use cases would be an unreasonable task if done manually. At GPT-Lab, we develop applications and pilots daily to support companies’ AI development needs, so it is natural to leverage similar AI-driven analysis for identifying skill requirements.
The design and implementation of the learning environment itself is also largely AI-assisted. This approach allows us to progress more rapidly toward a stage where we can invite actual users to participate in development and pilot a new way of assessing skill needs and planning training.
Technology alone is not enough—and we do not claim to know everything. However, collaboration networks help fill these gaps.
The AITO value network provides a framework for a new kind of collaboration in identifying and acquiring skills, where the community supports companies in recognizing missing competencies and ensuring the success of their AI development initiatives. This forms the third element of our solution.

While the main target group for pilots consists of small and medium-sized enterprises and organizations in the Satakunta region, participants from outside the region are also welcome. The AITO solution will be developed in Finnish, but the project team is also interested in international collaboration.
